To the usual reasons for investing overseas--to diversify and to profit from fast growth in emerging markets--author Jerome Schneider adds a new one: to evade the law. His previous book, The Complete Guide to Offshore Money Havens, explained how to keep money away from ex-wives and creditors by stashing it in banks in discreet locales such as the island of Montserrat. This dodge, which Schneider euphemistically calls "wealth protection," is again on his mind but now with the aim of making that protected wealth grow. He touts the unique advantages of investing in mutual funds headquartered in foreign countries where regulation is lax. "Offshore funds can invest in absolutely anything they want," Schneider enthuses, because they "legally circumvent" the "overzealous review" of the Securities and Exchange Commission. This is supposed to be encouraging. Of course, offshore funds cannot legally sell shares to U.S. investors, so the help of an intermediary is needed. And Schneider is not above pointing out that he happens to operate such a service out of Vancouver, B.C. His hyped-up, overconfident, irresponsible book is little more than an infomercial. --Barry Mitzman
