From the supplier: The Internal Revenue Code's Final Regulations on the taxation of private activity bonds (PAB) as contained in Sec 141 introduce positive and negative changes. On the positive side, the section offers more flexible standards for testing private business use and a more flexible treatment of facilities that may be eligible for a general public use exemption. On the downside, the new PAB rules introduce a more stringent private payment or security test, more restrictive accounting rules, and stricter eligibility requirements.
